Publication of Conference Papers in the IEEE Xplore Digital Library

IEEE policy on publication of papers accepted for IEEE conferences states that “IEEE reserves the right to exclude a paper from distribution after the conference (e.g., removal from IEEE Xplore), if the paper is not presented at the conference."

IEEE Xplore is the association’s digital library of nearly 3 million full-text documents. IEEE journals and conference proceedings are among the world’s most highly cited technical publications.

Reuse of Conference Papers in Journal Publications

IEEE policy recognizes and encourages the evolutionary publication process from conference presentation to scholarly publication. Guidelines for reuse of IEEE material are available.  Information about IEEE Intellectual Property Rights, including multiple submission and prior publication guidelines, is also available.

IEEE takes the protection of intellectual property seriously.  Accordingly, all submissions will be screened for plagiarism.  By submitting your work you agree to allow IEEE and the IEEE Aerospace Conference to screen your work.  For information on IEEE publication policies, including policies on plagiarism, please visit

Artificial Intelligence Policy

Authors are cautioned in the use of AI tools like ChatGPT for editing and writing IEEE abstracts and papers. While helpful in editing, these tools have been shown to generate false statements and false citations.  It has always been the policy of IEEE and Aerospace Conference that the author's responsibility is to ensure that, before submitting an abstract or paper, all submitted text has been verified as correct and true, and the work is original. False statements or citations in submitted material will be dealt with harshly and could result in the authors being banned from participating in the conference.
